Choice of race makes absolutely not mechanical difference. Yes , they do get unique race based Racial Elite skills but the racial skills are typically so poor in comparison to the Class Elite skills that you should never bother with ‘em. Just pick whichever you think looks best.

Ele is the best 1v1 class, then it's followed by harb which is Necro. Willbinder which is guardian is also very good. Ranger has a few good specs the best really being southeast. If you are planning to try to win outnumbered fights you need high burst so classes like willbinder ranger and thief to some degree is the ones you want to pick.
With the upcoming tome changes celebrand is going to fall very far from grace. Imo scourge is one of, if not, the best classes for cele gear. It's one of the few classes that gets a lot of value from every single Stat. Tempest and scrapper are also pretty good in cele. 9.
Ranger if you want the "simplest" class without too many gimmicks on a surface level. However endgame DPS rotations can be a bit high-APM. Guardian if you want the best "overall" class, which has both DPS and Support roles, and lots of defenses.
spectre with wells, daredevil, willbender or mirage. the most fun in term of mobility imo is vanilla thief. you can play daredevil with the speed boost dodge, but vanilla thief has a 1200 range steal, making it really fun. specter also has a teleport on all his utility skills and on the elite too.
aiW99. Being tanky in GW2 means having high base HP. So "Necromancer" and "Warrior" are good options. Honestly, though, if you're eating dust in sub-80 maps it's probably a consequence of not leveling in the right areas or being under-geared.
Staff #3 makes it very easy to tank and staff 5 destroys breakbars. Can also bring a shield offhand for even more blocks. To give you some insight, it's not raids but in KO CM, most pug groups have HFB "kite" the sniper hits (aka tank the hits) since it's better/easier to surviving those over HAM.

Firebrand, Herald, Scrapper, Catalyst, Bladesworn, Berserker, Spellbreaker, Harbinger, Chronomancer all have good quickness builds. Willbender, Mirage, Mechanist, Renegade, Untamed, Spectre, Chronomancer, Tempest all have good alacrity builds. Opinions on all of them will vary and there's varities within them that can go either condi/power.
Rev and Ele are probably the best for CC right now. Rev Staff 5 is amazing for breakbars. Similarly, Ele has skills like Air Focus 5 or Warhorn 4 for great breakbar damage. As for CCing a a bunch of small mobs, very few skills are better than the Mesmer Focus 4 pull which makes AOEing down a bunch of small mobs really easy.
